Círdan the Shipwright.
One of the oldest and wisest of the Sindar, in the SeA and the ThA Lord of the GreyHavens. One of the few bearded Eldar.
He was the owner of Narya, but gave it to Gandalf when the Istar came to Middle-earth. It is an amusing note that the Eldar entrusted Narya, the Ring of Fire, to Círdan, who was a de-facto Water spirit, as a Telerin Elf. But Círdan recognized Gandalf for who he really was (Olorin), and knew Gandalf would make better use of it.
He fought within the LastAlliance against Sauron and frequently aided the Dúnedain when they came to Middle-earth after the Downfall of Númenor.
He was of the First Elves that awoke at Cuiviénen.
He was with the great host of the Teleri, that followed last on the Great Journey to the West.
Círdan was the Lord of the Falathrim, the Teleri who stayed on the shores of Middle-earth the learn sea craft and lore from Ossë, the Maia of the Inner Seas
It is said that Círdan will sail to Valinor with the Last Ship that sails to the West.
How Círdan will determine "okay, no Elves left in ME who want to go" is uncertain
